"Or worse" is the Drought Monitor's own published figure and the one to quote. "Exactly this" is that figure minus the next category down, which is the only version that sums to the area in drought. Change is in percentage points, not percent.

A weekly expert assessment, not a sensor feed

The U.S. Drought Monitor is produced jointly by the National Drought Mitigation Center at the University of Nebraska–Lincoln, the U.S. Department of Agriculture, and NOAA. Unlike almost every other layer on this site, it is not an instrument reading: a rotating team of authors synthesises dozens of inputs — precipitation totals, soil moisture, streamflow, reservoir and groundwater levels, snowpack, evaporative demand — together with field reports from observers across the country, and draws the boundaries by judgement.

That is a strength and a limit at once. It means the map reflects conditions on the ground rather than one variable's arithmetic, and it means the map is a considered analysis with a date on it, not a live gauge. It is the reason drought policy, USDA disaster designations, and many state water restrictions key off this map specifically.

The cadence

Valid Tuesday, published Thursday

Each map is valid for a Tuesday and released the following Thursday morning, incorporating data through that Tuesday morning. So the current map is always a few days behind the weather — a storm that arrives on Wednesday shows up in next week's release, not this one. The week each map covers is stamped beside the map here, and nothing on this page implies live conditions.

Reading it

The five categories

D0 through D4 run from abnormally dry to exceptional drought. Categories are set against the historical record for that place: roughly, D0 conditions occur about one year in five, D1 one in ten, and D4 less than one year in fifty. That is what makes the scale comparable between Arizona and Vermont — each is measured against its own normal, not against a national rainfall figure.

The catch

The percentages nest — D3 is counted inside D0

This is the single most misread thing about drought data. The Drought Monitor's published percentages are cumulative: when a figure says 29% of the lower 48 is in severe drought, it means D2or worse, and it already includes every acre in extreme and exceptional drought. The consequence is that the five figures do not add up to 100 and were never meant to. Every figure on this page is labelled "or worse" for that reason.

The shaded areas on the map work the other way round: each one is at exactly one category, so the bands sit beside each other rather than inside each other — the extreme-drought ring surrounds the exceptional-drought core rather than containing it. That is why switching a category off on the map removes that band and shows bare ground beneath, instead of demoting it to the next category down. One dataset, two conventions, and knowing which one you are reading is most of the work.

Scale

It describes areas, not addresses

The Drought Monitor is drawn at county-to-regional scale. It is authoritative for a watershed, a county, or a state; it is not a statement about a single field, well, or river reach. A specific stream can be running far below its own normal inside an area the map shows as merely abnormally dry, and vice versa — which is exactly why our streamflow map exists alongside this one, and why a monitoring program needs the reach-level reading as well as the regional picture.

Why it matters here

Drought is an input, not a conclusion

For the organisations Driftwise works with — watershed councils, fisheries programs, paddle-trail and river-corridor managers, habitat restoration crews — a drought category is the start of a decision, not the end of one. Sustained drought raises stream temperatures and drops dissolved oxygen, narrows the window for spawning surveys and restoration planting, closes access points, and changes the risk calculus for every reach in a corridor.

Where does this drought map get its data?

Directly from the U.S. Drought Monitor, produced jointly by the National Drought Mitigation Center at the University of Nebraska–Lincoln, the U.S. Department of Agriculture, and NOAA. Both the drought boundaries and the national area percentages shown here are the Drought Monitor's own published figures — Driftwise re-serves them, and does not recompute, reclassify, or reinterpret them.

What do D0, D1, D2, D3, and D4 mean?

They are the Drought Monitor's five severity categories. D0 is abnormally dry — either going into or coming out of drought, with short-term dryness slowing planting or growth. D1 is moderate drought, with some crop and pasture damage and streams, reservoirs or wells running low. D2 is severe drought, where crop losses are likely and water restrictions are commonly imposed. D3 is extreme drought, with major losses and widespread shortages. D4 is exceptional drought — widespread crop and pasture loss and water shortages severe enough to create emergencies. The categories are set against each location's own historical record, which is what makes them comparable between very different climates.

Why don't the drought percentages add up to 100?

Because they are cumulative, not exclusive. Each figure covers that category or worse: the D1 percentage includes all the area in D2, D3, and D4 as well. So if 50% of an area is at D1 or worse and 29% is at D2 or worse, those are not separate slices — the 29% is inside the 50%. This is the most commonly misread aspect of drought reporting, and it is why every figure on this page is labelled "or worse". The one number that does complete the picture is the "none" share, which together with D0 accounts for the whole area.

How often is the U.S. Drought Monitor updated?

Once a week. Each map is valid for a Tuesday and released the following Thursday morning Eastern time, incorporating data through that Tuesday morning. That means the current map is always a few days behind the weather — rain that falls on a Wednesday appears in the next week's release. This page shows the week each map covers, and refreshes from our own copy shortly after each release.

Is the Drought Monitor a measurement or a forecast?

Neither, strictly. It is an assessment of current conditions, but it is not a single instrument reading — a rotating team of authors synthesises precipitation, soil moisture, streamflow, reservoir and groundwater levels, snowpack, and evaporative demand, along with field reports from local observers, and draws the boundaries by expert judgement. It is also not a forecast: it describes conditions up to the Tuesday it is valid for, and says nothing about what comes next. For drought outlooks, NOAA's Climate Prediction Center publishes separate monthly and seasonal products.

Why does the map disagree with conditions I can see locally?

Usually because of scale. The Drought Monitor is drawn at county-to-regional resolution and is authoritative for a watershed, county, or state rather than a specific field, well, or river reach. A single stream can be running far below its own normal inside an area classified only as abnormally dry, and a well-watered valley can sit inside a severe drought polygon. It can also be timing: the map lags the weather by several days. If you need reach-level detail, a streamflow gauge reading is the better instrument, which is why we publish that map alongside this one.

Does the drought map cover Alaska, Hawaii, and Puerto Rico?

Yes — the polygons drawn here cover all 50 states plus Puerto Rico. The headline percentage quoted beside the map is for the contiguous United States, because that is the figure the Drought Monitor, NOAA, and news coverage all mean when they cite a national drought number. Both extents come from the Drought Monitor's own published statistics rather than being derived from the shapes on this map.

Can I use this map for water restriction or disaster eligibility decisions?

The Drought Monitor is genuinely used that way — USDA disaster designations and many state and local water restrictions key off it directly — but this page is a viewer, not the system of record. For anything with legal or financial consequence, work from the Drought Monitor's own release at droughtmonitor.unl.edu and your relevant state or federal agency, which will have the authoritative current map and the accompanying narrative.

How does drought affect rivers and fisheries?

Lower flows concentrate what is in the water and warm it faster. As discharge drops, stream temperature rises and dissolved oxygen falls, which stresses cold-water species directly and narrows the window in which spawning surveys, fish handling, and restoration planting can be done safely. Shallow reaches can become passage barriers, access points and boat ramps close, and pollutant concentrations climb even when the pollutant load has not. Drought is also persistent in a way a storm is not, so its effects accumulate across a season rather than resetting.
