Impaired waters in Vermont.

Vermont reported 2,288 assessed waters to EPA. 701 of them are impaired — a designated use is not being supported — and 287 remain on the 303(d) list, still awaiting a cleanup plan. Those two figures differ because a water leaves the list when its plan is written, not when it gets better. 296 of the 540 subwatersheds in these subbasins contain no assessed water and are drawn in grey. That is not a clean bill of health — it is the absence of one. Clean Water Act assessment is done by the states, on their own schedules and budgets, and no state assesses everything.

242 of Vermont's impaired waters are category 4C: impaired by something that is not a pollutant at all — a dam that changed the flow regime, a straightened channel, an invasive species. Those waters are genuinely impaired, and calling them polluted would be wrong. A cleanup plan cannot fix them, which is why they never appear on the 303(d) list.

Unassessed is not clean

Clean Water Act assessment is done by the states, on their own budgets. Roughly half the country's subwatersheds contain no assessed water at all, and a water nobody has tested is not a water known to be safe. Everything on this page is a share of what has been assessed, and the not-assessed share is shown next to it for exactly that reason.

Impaired is not the 303(d) list

A water is impaired when a designated use — swimming, fishing, drinking water supply, aquatic life — is not being supported. It sits on the 303(d) list only while it is still awaiting a cleanup plan, a TMDL. Once that plan is written the water comes off the list and is still impaired. So the listed figure is the regulatory backlog, and the impaired figure is the state of the water; they are not two views of one number.
